Is mascara considered a “liquid” under air travel regulations for the 3 oz rule? What about cream eye shadow?

Yes, they do. For some unknown reason, TSA considers mascara to be “liquid.” Don’t ask me. Anything creamy, like cream eye shadow, is the same.
If you’re going to check a bag, then put some of that stuff in there. It’s not worth the hassle of losing it at Security. You might try to just put the mascara in your purse and see if it gets through – they are very inconsistent about what they allow through and not. Unfortunately, you are at the mercy of people who aren’t well trained and rules that aren’t clear.
Frankly, when I can’t bring makeup on the plane, the terrorists have won!

Yes, and yes. Both mascara and eye shadow cream would be considered liquids. But is either one of them over 3 oz? It’s 3 oz per item, so it doesn’t matter how many total liquid items you have so long as they can all fit in a single quart-sized plastic bag. Just put them in the baggie and it will be fine. If you really don’t want to do that, just stick them in your carry on bag, and they probably won’t even notice. If they do notice them on the x-ray, then all that would happen is they’d look through your bags, find the make-up, check that it was under 3 oz, and tell you it was supposed to have been in the baggie.
